Report on Ordinance No 1 of 190 5.

I have examined the accompanying Ordinance, entitled

An Ordinance to amend the Sudar Convention Ordinance,

1904,

and I am of opinion that the Ordinance is one which is not contrary to

the Governor's Instructions,

The objects of this measure are to allow the importation

of such sugar as is not bounty-fed from countries where other

sugar is bounty-fed; and to except from the operation of sect-

-ion 3 of Ordinance No.14 of 1904 sugar in transit, which is to

be controlled by special regulations.
